Kuangan Saiypovich Karagyzov     Kuangan Saiypovich Karagyzov is an akim of Saryolen rural district of Kurchum district of the EKR

Kuangan Saiypovich Karagyzov was born in 9th of January in 1964 in the village Zholnuskay of Kurchum district of the EKR. He has a higher education. He graduated Zootechnical-veterinary Institute in Semey in 1986 and got the qualification of a veterinarian. He started his career in 1986-1988 as a veterinarian in the Pugachev farm “Maraldy” in the village of Maraldy. In 1988-1990 he worked as a secretary of the Komsomol committee of the state farm "Maraldy". In 1990-1992 he was a head of the veterinary site of Balykshy in the village of Aksuat. In 1992-1997 he was a head of veterinary section of Balykshy zoootechnik of JSC "Arsat-Balyk" in the village of Aksuat. In 1997-1998 he took the position of an engineer on safety technology of JSC "Arsat-Balyk". In 2009-2010 he worked as a deputy head of the territorial inspection in the village of Kurchum. In 2011-2012 he was a deputy of veterinarian laboratory of Kurchum district. In 2013-2015 he was a head of the Department of Entrepreneurship of Kurchum district. He was appointed as an akim of Saryolen rural district of Kurchum district as result of the election in 10th of august 2017.
He is married and has four children.

Functional responsibilities: Akim of the rural district in accordance with the legislation of the Republic of Kazakhstan he is the executive of the relevant district akimat in the territory of relevant administrative and territorial unit and can represent without power of attorney from its behalf with public authorities, organizations and citizens. He examines appeals of applications, complaints of citizens, takes measures to protect the rights and freedom of citizens. Promotes the collection of taxes and other mandatory payments to the budget. Develops and submits to the higher akimat for approving the appropriate maslikhat budget programs, administrated by the akim’s administration. In developing the budget program where the administration is the akim’s staff he submits for discussion of the local communities meeting proposals for financing issues of local importance in the areas, stipulated in the budget of the district in accordance with the budget legislation of the Republic of Kazakhstan. Promotes the implementation by citizens and legal entities of the norms of the Constitution of the Republic of Kazakhstan, laws, acts of the President and the Government of the Republic of the Kazakhstan, normative legal acts of central and local state bodies. Within his competence he it regulates land relations. Ensures the preservation of housing utility funds in cities of regional importance, towns, villages, rural districts, as well as the construction, reconstruction, repair and maintenance of highways in cities of regional importance, villages and rural districts. Promotes the organization of peasant or farming enterprises and development of entrepreneurial activity. Within his competence, he organizes and provides enforcement of the legislation of the Republic of Kazakhstan on questions of military service and civil defense, as well as mobilization training. In areas without juridical bodies, he organizes the performance of notarial acts, registration of acts of registration of acts of civil status in the manner prescribed by the legislation of the Republic of Kazakhstan. Organizes the work of preservation of historical and cultural heritage. The criminal-executive inspection provides employment of people registered with the probation service and provides with other social and legal assistance. In addition, he organizes assistance to disabled people, social work, youth experience and social working place. Joint with physical training and sport executive bodies and public associations of disabled people he organizes carrying out of improving and sports actions among invalids. Furthermore, he organizes cultural and educational activities joint with public associations of disabled people. Coordinates providing charitable and social assistance to disabled people and socially vulnerable segments of the population. Promotes the staffing of rural health organizations. Promotes the allocation of housing for mothers, awarded the suspension "Altyn alka." Promotes developing local social infrastructure. Organizes public transport. In case of emergency organizes required medical assistance and transported patients to the nearest health care organization that provides medical assistance. Interacts with local authorities. Carries out the account on an economic part. Participates in the sessions of the maslikhat of the district when approving (clarifying) the local budget. Provides activities of organizations of preschool education and training, cultural institutions. Organizes, within its competence, water supply to settlements and regulates water use issues. Organizes works on improvement, lighting, landscaping and sanitary cleaning of settlements. Organizes a burial of gratuitous and public works on keeping cemeteries and other burial places in proper condition. It maintains a register of non-professional mediators. Creates an infrastructure for sports by individuals at their place of residence and in places of their mass recreation. The competence of the akim of the rural district also includes the submission to the district executive body of proposals for the organization of transport communication with the regional center, as well as the organization of free transportation of students to school and back in rural areas. The akims of the rural okrug, in accordance with the legislation of the RK, provide the district communal property transferred to the management with property lease (lease) to individuals and non-state legal entities without the right of subsequent repayment. Define the priority areas of activity and the mandatory scope of work (services), financed from the budget, and transferred to public utilities.

Manage the transferred district communal legal entities. They agree the annual financial statements of the district communal state enterprise transferred to the management, approved by the decision of the local executive body. Accept employees under an employment contract at the expense of saving budget funds and (or) proceeds provided for by the legislation of the Republic of Kazakhstan on local government and self-government. Approve the plan of revenues and expenditures of local government money after agreeing with the local community meeting. Compile and approve a consolidated plan of income and expenditure of money from the sale of goods (works, services) by state institutions that remain at their disposal, in accordance with the budget legislation of the Republic of Kazakhstan. Conducts an inventory of the rural district's housing stock. Organizes, upon agreement of the akim of the district and the assembly of the local community, the demolition of the emergency housing of the rural district. Renders assistance to microcrediting of the rural population within the framework of the program documents of the state planning system. Prepares a budget application, an estimate of expenditures, budget programs, carries out targeted development of funds allocated from the budget. Ensures that the acts and orders of the President of the Republic of Kazakhstan, the State Secretary of the Republic of Kazakhstan, the Government of the Republic of Kazakhstan, the Administration of the President of the Republic of Kazakhstan, the Office of the Prime Minister of the Republic of Kazakhstan, acts and instructions of the akims of the region, district and akimat of the region, the region, the implementation of state and sector programs, development of the region's territories, indicators of the region's socio-economic development, Ghana.
