Mukanova Gulnara Zhenisovna was born on September 20, 1967 in the village of Kistav-Kurchum in the Kurchum district of the East Kazakhstan region. She has higher education. In 1989-1992 she worked as an economist of the regional planning commission of the Kurchum district executive committee. In 1997-2010 - leading, chief specialist, deputy head of the finance department of the Kurchum district. 2010-September 2015 - Chief Specialist in Public Procurement, Finance and Economy and Finance. September 2015 - August 2016 - Deputy Head of the Department of Economics and Finance. Since August 17, 2016, the head of the department of economy and finance.

Functional duties: Organizes and manages the work of the institution. Defines the powers and duties of specialists and employees of the department. Appoints and removes from office. Carries out the state management in the field of strategic, economic and budgetary planning, realization of the basic directions of social and economic development, execution of the regional budget and effective management of municipal property of the district. Develops the main directions of socio-economic policy and monitoring of social and economic development of the district. Develops a draft regional (local) budget for the forthcoming financial year on the basis of economically justified planning of incomes and expenses in accordance with the current legislation and the organization of its execution. Conducts economic analysis, forecasting the socio-economic development of the district and assessing the progress of reforms. Performs the district budget. Maintains budget accounting and prepares budget reports on the implementation of the district budget. Manages district communal property. Organizes the development of the forecast of socio-economic development and budget parameters of the district and participates in the development and implementation of district development programs within their competence. Determines the expected amount of money receipts to the budget in the forthcoming planning period. Sends information to the district budget commission on the need to revise the annual planned appointments for certain budget programs (subprograms) both in the current and in the forthcoming planning period. Analyzes and forecasts the availability of cash resources for the local budget. It monitors the development of the development budget, investment projects. Carries out the analysis and an estimation of management by the municipal property. Organizes work on the implementation of the district budget. Coordinates the activities of administrators of budget programs on budget execution. It makes a forecast of cash flows, which is a process to determine the expected amount of budget revenues and the execution of expenditures for the planned period, the surplus (deficit) of cash and sources of its coverage. It drafts, approves and maintains consolidated financing plans for liabilities, consolidated plans for receipts and financing for payments. It registers budget credits issued at the expense of the budget, their accounting and monitoring. Carries out budgetary monitoring through systematic collection and analysis of budget performance indicators. Coordinates the consolidated plan of receipts and expenditures of money approved by administrators of budget programs from the sale of goods (works, services) of the state institution that remain at its disposal. Manages budget money. It monitors the movement of money in the cash flow control account of the regional budget. Ensures the maintenance of budgetary accounting and reporting on the implementation of the district budget. It considers applications for allocating funds from the reserve of the Akimat of the district in accordance with the procedure established by the legislation of the Republic of Kazakhstan. Performs an annual assessment of the effectiveness of the executive bodies financed from the district budget for managing budget funds. Organizes and monitors the implementation of public procurement by government agencies, institutions and enterprises. It develops normative legal acts in the sphere of state property management within its competence. Manages district communal property. Secures district municipal property for district municipal legal entities. It organizes the registration of district municipal property, ensures its effective use, maintains a register of state property in accordance with the established procedure. It carries out the privatization of the regional communal property, provides an assessment of the privatization object, prepares and concludes contracts for the sale and purchase of the privatization object and monitors compliance with the terms of the sales contracts. Provides district communal property without the right to buy out property rent (rent), trust management of individuals and non-governmental legal entities. It transfers district municipal property for free use to state legal entities. It monitors the fulfillment by the trustee of obligations under the trust management agreement for the district communal property. Organizes work on the transfer of state property from one type of state ownership to another. Organizes work on the acquisition by the state of property rights under a gift agreement. Conducts an analysis of the provision of property lease (rent) of property assigned to district municipal legal entities. Carries out the organization and carrying out of monitoring of functioning and efficiency of management by regional communal state enterprises, limited partnerships with participation of the state. Agrees on writing off the property of state institutions that are held at the expense of local budgets. Carries out work on revealing and streamlining of the account of ownerless objects, property. Prepares budget requests, budgeted expenditures, budget programs and monitors the targeted use of funds allocated from the budget. Ensures the implementation of acts and instructions of the President of the Republic of Kazakhstan, the State Secretary of the Republic of Kazakhstan, the Government of the Republic of Kazakhstan, the Administration of the President of the Republic of Kazakhstan, the Office of the Prime Minister of the Republic of Kazakhstan, acts and instructions of akims of the region, district and akimats of the region, the implementation of state and sector programs, programs development of the region's territories, indicators of the region's socio-economic development, Ghana.
